Senior Associate

Lily is a Senior Associate at Sperry Capital, supporting public-sector clients on transportation infrastructure, alternative project delivery, and organizational advisory engagements. Her work includes financial modeling, market soundings, business case development, and preparation of client-facing analyses, presentations, and workshops.

At Sperry, Lily has contributed to multiple active client engagements. She is a member of the team advising the Los Angeles County Metropolitan Transportation Authority on its Zero Emission Bus Program, an initiative to transition a fleet of more than 2,000 compressed natural gas buses to zero emissions in compliance with California Air Resources Board requirements, with a capital cost exceeding $6 billion. She also supported advisory work for Metro in connection with a major transit project under evaluation as a potential P3, contributing to market soundings, business case development, risk assessment, and evaluation of alternative delivery approaches. She has additionally supported an organizational assessment of Metro’s Early Intervention Team. At SANDAG, her work has included a tolling organizational assessment for the agency’s CEO and prior support for the development of SANDAG’s P3 program office. She has also supported advisory engagements for the City of Thousand Oaks and the City and County of Honolulu.

Before joining Sperry, Lily worked at JPMorgan Chase in ESG research and at PricewaterhouseCoopers in ESG and sustainability advisory, where her focus included data analysis, reporting, and regulatory frameworks.
