Bryant is Managing Principal at Sperry Capital. He has provided infrastructure advisory services to public and private sector clients since 1996, advising on P3 procurement and delivery, toll revenue financing, and value capture. He serves as financial advisor to the three largest active California express lanes programs: LA Metro, where he is leading the I-105 ExpressLanes financing scheduled to close in 2026; the Orange County Transportation Authority, where he served as quantitative lead on the $628.9 million I-405 TIFIA loan and has advised on capital structure, rating strategy, and debt financings for the 91 Express Lanes; and Santa Clara VTA. His other express lanes and tolling clients include BAIFA, the San Mateo County Express Lanes JPA, CARTA and SANDAG. His broader public agency advisory clients also include BART and the Transbay Joint Powers Authority. He also advises public agencies on value capture strategies, including tax increment financing, infrastructure financing districts, and community facilities districts, supporting transit, municipal infrastructure, and housing finance programs across California.
Sperry’s advisory work on the Presidio Parkway P3 concession and the Grand Parkway System for TxDOT were both recognized by the National Council for Public-Private Partnerships as Infrastructure Projects of the Year in 2016. Prior to joining Sperry in 2011, Bryant served as a Director in KPMG’s Infrastructure Advisory practice and spent more than nine years as a public finance banker at UBS Securities and Stone & Youngberg, where he advised on more than $25 billion in senior managed transactions across transportation, water, health care, and structured finance. Bryant is a member of the National Federation of Municipal Analysts.
