Since founding Sperry in 1995, Jim has advised municipal and private sector clients on infrastructure projects in California and across the U.S. Jim has over 30 years of experience providing infrastructure advisory services on projects from conceptualization stages to financial close. Jim exemplifies Sperry’s dedication to maintaining long-term client relationships and has served as the financial advisor to Orange County Transportation Authority since Sperry’s inception. He recently advised OCTA on a $628.93 million TIFIA rate reset loan for the $2.09 billion I-405 Improvement Project in 2021. Jim also has extensive experience with public-private partnership advisory. He served as the advisor to Caltrans on the Presidio Parkway P3 Project, a 30-year DBFOM P3 concession that closed in 2013.
His areas of expertise and focus include municipal advisory, infrastructure advisory, public-private partnership advisory, project finance, managed lanes and express lanes structures and credits, feasibility studies, financial projections, debt and equity raising, and structuring and negotiating complex financial transactions.
